I didn't have a chance to go through the Red Book, but the tweaks we made are found here:

Go to "Appendix C" (which is page 16). Apply all the changes there. You can however leave out the recompile of glibc (although that gives you tons of more users but for now the non re-compile tweaks should get you up to 1000+ users). I hope :)
